Fulfillment of Milestone 437: SEAP developments financed by European funds – PNRR
The Romanian Digitalization Authority (ADR) announces the completion of Milestone 437 of the National Recovery and Resilience Plan (NRRP), Component C14 – Good Governance.
Milestone 437 aims at the interconnection and interoperability of the Electronic Public Procurement System (SEAP) with other national databases, thus strengthening the efficiency and transparency of the public procurement process in Romania.
This achievement was possible thanks to the integration of digital technologies and the interconnection concept that allowed the strengthening of the administrative capacity of contracting authorities and entities. This reform contributes to the modernization of the national public procurement system.
Within the framework of this project, SEAP was integrated with the following institutions and systems:
- National Integrity Agency (ANI): Alignment of the ANI Integrity Form with the requirements of flexibility in use.
- National Council for the Resolution of Complaints (CNSC): Publication of relevant information regarding complaints and their related decisions at the level of award procedures.
- Ministry of Internal Affairs (MAI): Obtaining criminal records to streamline and debureaucratize the public procurement process.
- National Agency for Fiscal Administration (ANAF): Accessing the tax record to simplify public procurement procedures.
- National Trade Register Office (ONRC): Interconnection achieved for quick access to company registration data.
- National Agency for Public Procurement (ANAP): Efficient collaboration by integrating IT systems in the ex-ante control process of award procedures.
- Ministry of Justice (MJ): Publishing relevant information in the process of resolving complaints filed in relation to public procurement procedures.
