ADR organized the conference to disseminate the results of the “Technological Interoperability System with EU Member States – SITUE” project
Technological Interoperability with EU Member States – SITUE”, code MySMIS 2014+ 120197, financed under the Competitiveness Operational Program 2014-2020, ICT Axis 2. On this occasion, the Authority organized on Wednesday, August 30, 2023, the conference during which the results of the project and future actions were presented.
The general objective of the project was the realization of the Technological Interoperability System with the Member States of the European Union, namely the construction of the eIDAS node for Romania and ensuring its interconnection with the eIDAS nodes of the other member states, as well as with the providers of identity and electronic services in Romania.
During the event, Dragoș-Cristian Vlad, the president of ADR, emphasized that “SITUE is complementary to ROeID, the mobile application already launched by ADR, through which Romanian citizens can create their digital identity. Romanians will benefit from electronic identification procedures, unitary and reciprocal, at the level of the entire European Union. At the same time, the eIDAS node will allow the authentication of European citizens on Romanian public service portals with digital identity credentials (eID) issued by identity providers from other member states, according to the eIDAS Regulation. Over the past ten years, the movement of EU citizens within the Member States has increased steadily, as more and more citizens move to the European space to live, work or study. It is therefore necessary to develop European – and therefore cross-border – public services whose first condition is the authentication of citizens throughout the European space, eliminating as much as possible national barriers in terms of identity verification”.
The national eIDAS node will be used for the cross-border authentication of individuals in the relationship with e-government service providers. The eIDAS node facilitates communication between the national electronic identification infrastructure (RoeID, another project managed by ADR, which ensures the unique electronic identity of all Romanian citizens) and the national electronic identification infrastructures of other EU member states.
Also, public institutions in the country will be able to validate, based on the eIDAS node, the identity of European citizens through means of electronic identity notified at the level of the European Commission. The specific results of the project were: – The integration solutions with the eIDAS nodes from other EU member states, as well as with the computer systems with which electronic service providers and electronic identity means providers operate; – Setting up data centers, designing IT solutions, delivering, installing and commissioning hardware equipment and providing software licenses, developing and testing the application, as well as training users and system administrators – carried out by the winning provider of the public tender, Telekom Romania Mobile Communications TO.
The total value of the project was 9,814,178.40 lei (including VAT), of which 8,277,312.31 lei represents co-financing from the European Union, from the European Fund for Regional Development through the Competitiveness Operational Program 2014-2020. Also speaking at the event were Alina Pârâială, Head of Service – Programs and Projects Service within ADR, Monica Chiffa, SITUE project manager, Florin Petolea, Chief Technology and Information Officer – Telekom Romania and Daniel Pisaru, Chief Operational Officer – Safetech Innovations.
