European-Scale Digitalisation: AREMIS and Archibus Solution Center Romania Support the Digital Transformation of the European Commission’s Operations
The European Commission has appointed the AREMIS – Archibus Solution Center Romania consortium to deliver professional services for the Archibus by Eptura platform at institutional level. The mandate covers solution development, IT ecosystem integration, maintenance, support, training, and related documentation.
The European Commission has selected the consortium formed by AREMIS, as lead partner, and Archibus Solution Center Romania to provide digital workplace consulting, professional development, support, maintenance, upgrade, and integration services for its Real estate and Workplace management platform based on the Archibus by Eptura technology over the next six years.
Awarded through a Europe-wide competitive procedure, the contract aims to strengthen and modernise the European Commission’s digital workplace environment through an integrated system for managing spaces, assets, maintenance, and workplace safety.
Archibus by Eptura — one of the world’s most widely used Integrated Workplace Management Systems (IWMS) —I s already deployed within the Office for Infrastructure and Logistics in Brussels (OIB), the Office for Infrastructure and Logistics in Luxembourg (OIL), and the Directorate-General for Interpretation (DG SCIC). These essential structures support the Commission’s daily operations, from office space management to large-scale logistics and conference coordination across Europe.
By integrating operational processes and data, Archibus by Eptura enables the European Commission to optimise resource utilisation, improve efficiency, and reduce operational costs, while supporting its objectives in transparency, digitalisation, and sustainability.
Institutional Context of the Project
The European Commission is the executive body of the European Union, responsible for proposing legislation, implementing adopted decisions, and managing EU policies and budgets. With more than 32,000 employees operating across 27 countries, the Commission ensures the effective functioning of the Union and coordinates key policies in areas such as economy, innovation, infrastructure, and sustainability.
As part of its modernisation strategy, the Commission is renewing its technological ecosystem for real estate and infrastructure management through its infrastructure and logistics bodies in Brussels and Luxembourg. The framework contract aims to extend and deliver services based on Archibus by Eptura, covering consulting and analysis, configuration, adaptations, interfaces, migration, training, documentation, as well as development, maintenance, support, and licensing—ensuring continuity and further digitalisation of infrastructure management across the European Commission.
Romania’s Role in European Institutional IT
Romania further strengthens its position within European institutional IT through the appointment of this consortium. The mandate involves operating and developing software platforms in an environment that requires stability, traceability, and predictable response times. Teams work under shared governance and clearly defined roles, with iterative delivery and rigorous testing. Service level indicators, change control, and strict security standards provide the European Commission with long-term transparency and confidence.
The joint AREMIS – Archibus Solution Center Romania teams will collaborate closely with European Commission representatives to support the digital and operational objectives of the involved Directorates-General, delivering technical expertise, stability, and continuity in operating the Archibus by Eptura platform.
