Victor Vevera, General Director, ICI Bucharest: As a researcher, I can say that it is possible to implement and use AI everywhere, but it is not a good idea in terms of „everywhere”

Leaders in business services industry gathered for sharing their latest insights on the evolution and shifts in their work and companies at the 11th Edition of THE ROMANIAN BUSINESS SERVICES FORUM & AWARDS.
In the discussion of the CEO Forum panel, Victor Vevera, General Director, ICI Bucharest underlined the benefits and risks of AI implementations and on ICI Bucharest’s latest project developments in IT and technology for strategic industries.
The National Institute for Research and Development in Informatics – ICI Bucharest has an activity of 55 years on the Romanian IT R&D market, and we are coordinated by the Romanian Government. At the same time, we are a self-funding entity, which means we don’t use public money. We run our operations in a competitive market defined by local and aboard companies and multinationals. Our challenges come from the difficulty of specialists’ retention due to the fact that our levels of salaries are established by the state. We are competitive on the market from the specialists and technical perspective and at the same time, we address the reporting of our activities as a public entity, reporting to regulatory state institutions.
We are acting in two worlds. We supply services for private companies and also, to public entities and this made us very good at what we are doing. For 8 years, we have been the national hub of the Ministry of Foreign Affairs to promote new technologies in Middle East Frica and Asia. In this context, our staff of specialists is also formed of young specialists. 70 percent of our people are under 30 years of age, so digitally native employees. From our work experience, the young specialists ask for a new way of working and among the needs, the time spent travelling to work is among the indicators.
AI is a game changer with the price of technology being part of the commercial. Among others, we are developing applications for public entities using AI. ICI Bucharest is partner in the AI Factories initiative, alongside Spain, Portugal and Turkey, in the consortium led by the Barcelona Supercomputing Center (BSC-CNS), part of the first selection of seven European Artificial Intelligence (AI) Factories, announced by the EuroHPC Joint Undertaking (EuroHPC JU). The project, financed through a combination of European and national funds, marks an important step towards strengthening the artificial intelligence ecosystem in Europe and will run from 2025-2026. As a researcher, I can say that it is possible to implement and use AI everywhere, but it is not a good idea in terms of „everywhere”. There are sensitive fields and industries where AI should be used wisely and in a cautious way. But in public administration, the use of AI is an added value to the quality of efficiency of working and outcomes, with positive impact in use-friendliness and predictability. At ICI, we are using AI in projects for national security and cryptography. We have developed an inhouse application which include an AI component with the purpose to scan and verify ID documents. A next major step of AI would be in imagistic diagnosis (medicine), among others.
