Techcelerator launches Vanguard, the first integrated deep tech accelerator in Southeast Europe dedicated to strategic technologies
The program, presented at the DeepTech Romania Forum at Cotroceni Palace, supports startups developing emerging technologies in cybersecurity, resilience, and critical infrastructure, providing them with access to VC investments and European and NATO funding
- Vanguard was launched at the DeepTech Romania Forum, organized by World Creativity and Innovation Day, at Cotroceni Palace, with the participation of Romanian President Nicușor Dan;
- The accelerator supports deep-tech startups in validating their technologies and accessing specialized investors, as well as EU and NATO funding mechanisms dedicated to emerging technologies;
- The program is aimed at startups developing strategic technologies in fields such as artificial intelligence and robotics, autonomous systems (aerial, ground, and naval), cybersecurity, critical infrastructure, energy, data centers, transportation and logistics, civil protection, industrial automation, advanced manufacturing, as well as space and aeronautical technologies
- Eligible startups must have a functional prototype (minimum TRL 3), a valid technical solution, identified potential customers, a clear vision of the necessary institutional partnerships, a credible revenue model, and a strong team consisting of at least two founders with relevant experience;
- Participants benefit from expert-led bootcamps, international delegations, mentoring sessions, and access to funding tools, as well as direct connections with VC investors specializing in deep tech, business angels, and stakeholders in the national and European institutional ecosystem;
- The Vanguard Accelerator runs from June to November 2026. Applications for startups are open until May 30, 2026.
Techcelerator, Romania’s longest-running technology accelerator, is launching Vanguard, the first integrated accelerator in Southeast Europe dedicated to deep tech, cybersecurity, and the resilience of critical infrastructure. The program was presented at the DeepTech Romania Forum, organized on the occasion of World Creativity and Innovation Day, at the Cotroceni Palace, in the presence of President Nicușor Dan.

Vanguard offers deeptech startups a structured framework for testing and validating solutions, preparing for international scaling, developing institutional partnerships, and accessing European and NATO funding mechanisms. The program runs from June to November 2026, and applications are open until May 30, 2026.
Vanguard is aimed at startups developing products and solutions in fields such as AI, cybersecurity, autonomous systems, critical infrastructure, transportation and logistics, energy resilience and data centers, advanced manufacturing and industrial automation, as well as space and aerospace technologies.

The DeepTech Romania Forum, organized by Techcelerator, ROTSA, and SpaceTech Cluster, with support from DNSC, Upgrade100, DiFine PR, and MyConnector, and hosted by the Presidential Administration of Romania, brought together government officials, researchers, and startup founders from the advanced technologies sector around a common goal: defining how Romania can increase its economic competitiveness and strengthen its role in the deep tech field. Among the topics discussed were the importance of innovation in national development strategies, the internationalization of local technology champions, reducing bureaucracy in technology transfer, and increasing competitiveness through the adoption of local innovations and emerging and disruptive technologies.
In his opening remarks at the DeepTech Romania Forum, President Nicușor Dan emphasized the strategic role of technology in security architecture and the need to strengthen collaboration between the public and private sectors.
“Security is increasingly dependent on technology. Those who fail to invest in security technology will fall behind far more than they would have 20 years ago. And here, as is often the case, we are in a very favourable position. On the one hand, we have the people; on the other hand, we have a context that is very favourable (…) We have a very favourable position in international politics, within NATO, in an interesting part of NATO—the Eastern Flank—in several very interesting formats. (…) I believe it is essential to strengthen collaboration between the private and public sectors; that is, you are doing many very interesting things for which, often, the state has not lent an ear or extended a helping hand (…) “You will always have an open door here to advocate for the various public policies necessary for your industry,”stated Romanian President Nicușor Dan at the DeepTech Romania Forum.
Startups can apply to Techcelerator Vanguard if they have a working prototype (minimum TRL 3), a clear link between the problem and the solution, a functional team with at least one member or partner with experience in the relevant field, and a market analysis identifying potential users and scaling partners (private and/or public) targeted for national and international commercialisation. They must also present a credible revenue generation plan and be backed by a team of at least two founders with a solid understanding of the defense sector.
Teams with users and traction, with potential POCs or secured investments, will receive a higher score and, in addition to receiving support for product development and internationalization in the market alongside commercial and industrial partners, will be fast-tracked to the program’s institutional venture capital partners and to accelerated preparation for applying to European Innovation Council programs (€1.4 billion for strategic technologies and scaleups), the NATO Innovation Fund (€1 billion), NATO D.I.A.N.A., EUDIS—the EU Defence Innovation Scheme & EDF, the European Space Agency, and national and European programs dedicated to S.T.E.P. (Strategic Technologies Program for Europe).
The Pillars of the Program
Vanguard is built around four main pillars that define the founders’ experience. The program facilitates the development of strategic networks, connecting startups with investment funds, European industry and business partners, test centres, relevant public institutions, business angels, and representatives of European and NATO programs. At the same time, it provides access to essential knowledge and resources through in-depth exposure to the European private and public funding landscape, the development of technology readiness levels (TRL), and international go-to-market strategies for deep tech and dual-use solutions.
Another pillar is the community component, which integrates startups into a growing network of dual-use innovators in Romania, Southeast Europe, and the European defense ecosystem. At the same time, the program helps strengthen participants’ institutional credibility, sending a strong signal of trust to investors, customers, and European and NATO programs.
Startups selected for the Vanguard program will receive:
- 6 themed bootcamps
- 6 international delegations to EU/NATO hubs such as VivaTech Paris and Hello Tomorrow Amsterdam, scheduled for June 2026
- 3 Scale Match sessions with corporations, integrators, and defense primes
- 75–100 hours of specialized coaching
- Investment Readiness and access to a network of over 20 VC funds specializing in deep tech and dual-use technologies
- Direct access to over 6 EU & NATO funding instruments
- Mentoring from internationalization experts, technical specialists, corporate partners, and institutional partners
- Opportunities for testing, validation, and access to procurement channels through partner institutions
- Visibility, positioning, and public promotion as validated representatives of the national and regional deep tech ecosystem
Following the initial session in June—the Selection Demo Day, during which applications will be evaluated and a live session will be held with investors, corporate partners, and institutional partners—teams will be invited to participate in live and hybrid bootcamps, 1-on-1 mentoring sessions, consulting and investment readiness sessions, international delegations, and corporate matchmaking sessions.
Over the course of six months, Vanguard offers a structured development pathway aimed at securing a new round of investment and/or conducting proof-of-concepts (POCs), beginning with an introduction to the European funding ecosystem and the definition of a customized plan of objectives for each team. Subsequently, startups enter a phase dedicated to accelerating the development of the commercial product, technological readiness level (TRL), and operational validation, followed by a module focused on specific go-to-market strategies and the competitive drafting of proposals for investment funds and European and NATO instruments.
The fall sessions focus on strategic industry positioning, helping founders understand how their solutions fit into ecosystems of resilience and critical infrastructure. The program continues with an in-depth exploration of cybersecurity and critical infrastructure resilience, preparing teams for operational challenges. The final module is dedicated to investment readiness, refining the pitch narrative, and finalizing funding applications, culminating in Investors Demo Day. A seventh optional module, in December, offers extended support for startups in the fundraising process or in the final stage of EU/NATO applications.
Program Schedule
The program officially begins in June 2026. The six-month period of preparation, international exposure, and technical development culminates in Demo Day & Procurement Readiness Showcase in November 2026. Startups requiring additional support may continue into the optional extension in December.
