Salary transparency becomes mandatory: how Mirro supports Romanian companies in implementing the European Union Directive
Mirro, the HRIS platform developed by Zitec, strengthens its role as a trusted partner for companies in Romania that are preparing for the implementation of Directive (EU) 2023/970 on pay transparency. At a time when most organizations in Romania are not yet ready for these changes, Mirro brings to the forefront modern solutions that help leaders build fair, transparent and data-driven processes.
“The European directive brings the discipline that the market has needed for a long time. In this new reality, companies can no longer operate on intuition; they need visibility, objective criteria and processes that can be supported and demonstrated to employees and authorities. Thus, companies that clarify their internal structures in advance will start with a real advantage. Through a data-driven approach to remuneration, performance and expectations, aligned for the entire company, Mirro offers a clear picture of how it ensures fairness so that every leader can act informed,” says Simona Lăpușan, CEO Mirro.
Although the official deadline for the application of Directive (EU) 2023/970 is June 2026, many companies still do not have the processes, data and digital infrastructure necessary to meet the new obligations. These are the clear definition of salary scales, the communication of salary ranges by role and seniority, the justification of differences greater than 5% for the same work or work of equal value and the provision of real transparency to employees. Salary discrimination is becoming a major financial and reputational risk, so the new context generates pressure, but also an opportunity: to bring order to the salary system and to strengthen the role of HR as a business partner.
To support this transformation process, Mirro organized, together with Accace Romania and AIMS International Romania, an event dedicated to the HR community on the topic of salary transparency. It was attended by some of the largest companies in Romania from the IT, retail, energy, automotive, manufacturing, construction, banking and many others industries.
The concrete solution offered by Mirro is the Salaries Insights dashboard that helps companies visualize, analyze and reduce salary differences, providing a centralized view of salary levels, internal distribution and possible imbalances. The solution helps HR leaders and management make quick, precise decisions aligned with the requirements of the directive, from salary analysis to the clear definition of professional development criteria.
Accace Romania presented the legal framework and the concrete implications for employers, explaining the evolution of the “equal work = equal pay” principle, the new right of employees to request average salary levels for comparable roles and the responsibility of companies to demonstrate the absence of discrimination in the case of non-transparent salary systems.
“The Pay Transparency Directive is not just a legal obligation, but a catalyst for cultural change in the business environment. It requires us to look at pay through the lens of fairness, objective criteria and mutual trust. Companies that choose to act proactively will turn compliance into a competitive advantage, and transparency into one of the strongest foundations of their reputation as responsible employers. At the same time, the criteria that the Directive makes available to employers — skills, effort, responsibility and working conditions — help build pay structures that are easy to explain and understand for everyone. Such clarity not only prevents unjustified differences, but also makes pay discussions more honest and balanced, strengthening the relationship between employer and employee.” – Anca Ivanov, Senior HR and Payroll Strategy Manager I Enterprise BPO Solution & Silviu Constantin, Legal Director at Accace Romania
AIMS International Romania complemented the discussion with relevant data from recent salary studies, highlighting significant discrepancies in remuneration and representation, as well as the structural reasons behind them. Moreover, AIMS offered concrete solutions so that organizations can align with the requirements of the directive, both in terms of human resources systems (by presenting the AIMS job evaluation model) and in educating their own employees to increase representativeness and eliminate discrepancies.
“Let’s talk about how we can build together salary systems that not only comply with the law, but also encourage equity, because behind each grid, there is a story about trust, courage and perception.” – Andrea Telegdi, Business Development Manager at AIMS International Romania.
The event marks the beginning of a series of actions through which Mirro, Accace Romania and AIMS Romania will continue to support Romanian companies in the process of preparing for the directive. In a context where wage transparency is becoming a legal and moral imperative, Mirro actively contributes to the transformation of organizations in a sustainable, responsible and market-based way.
