The program included the signing of a Memorandum of Understanding with the Digital Security Authority (DSA) of Cyprus and a joint capacity development workshop, organized together with NCC-CY.

The Romanian delegation consisted of Ana-Maria Bușoniu, NCC-RO general manager, and Elena Cosma, NCC-RO director.

The participation of NCC-RO aimed to strengthen cooperation with the European Cybersecurity Competence Centre (ECCC) and with the national coordination centres in the Member States, to exchange experience on the activities funded by the Digital Europe Programme, as well as to identify opportunities for collaboration in future European projects.

Following on from the European meetings, on 16 October, the Romanian delegation participated in the bilateral meeting at the headquarters of the Commissioner for Communications in Nicosia.

The Memorandum of Understanding signed in Nicosia between NCC-RO and the Digital Security Authority (DSA), under which NCC-CY operates, aims at cooperation in the field of cybersecurity. The document provides a framework for the exchange of information, knowledge and best practices, for the benefit of the two centers and the communities they coordinate.

Among the planned directions of cooperation are the exchange of experience on the registration and administration of community members, mutual promotion of activities and organization of joint events, seminars, conferences, workshops and competitions. The Memorandum also includes training and mentoring activities, as well as working visits to connect companies, research institutions and community members in Romania and Cyprus.

A distinct strand concerns the exchange of methodologies, tools and approaches to support small and medium-sized enterprises in complying with European cybersecurity requirements, including the Cyber Resilience Act (CRA) and the NIS2 Directive. The two Cybersecurity Coordination Centres also express their intention to explore joint participation in European projects in their areas of competence.

“Cybersecurity is not built in isolation, and national coordination centers have the greatest impact when they work together. Through this memorandum, NCC-RO and NCC-CY aim to organize joint matchmaking events, which will connect companies, start-ups, universities and research institutes in Romania and Cyprus, and to maintain a constant exchange of experience between our teams. We want the members of the two communities to find partners for European projects and to benefit from joint support, regardless of the country they are in”, said Ana-Maria Bușoniu, general manager of NCC-RO.

“Cooperation between NCCs is essential for the European network to truly function as a network. Romania and Cyprus have different communities in size, but common challenges, from supporting SMEs in complying with NIS2 and CRA to developing skills. By sharing our experience, organising matchmaking events together and providing joint support to members of our communities, we can create real opportunities for cross-border collaboration between Romania and Cyprus”, said Polis Peratikos, Head of NCC-CY.

The joint NCC-RO – NCC-CY workshop aimed to exchange experience on the development and involvement of the national cybersecurity community, collaboration mechanisms with relevant actors and practical experiences of the two National Coordination Centers.

The topics proposed for the exchange of experience included the registration and integration of community members, the use of the ATLAS platform, support mechanisms for SMEs and the identification of joint initiatives to raise awareness, train and facilitate partnerships. These directions aim to bring communities from the two countries closer together and develop opportunities for cross-border cooperation.

Participation in the NCC Network Day and ECCC Governing Board meetings and bilateral cooperation are part of the project “Capacity building of the NCC-RO National Coordination Centre”, carried out under the Grant Agreement no. 101227737, through the Digital Europe Programme. The Memorandum supports the project’s objectives on the development of the cybersecurity competence community, cooperation with ECCC and the other NCCs and the creation of synergies at national, regional and local level.

The project funded by Grant Agreement no. 101227737 is supported by the European Cybersecurity Competence Centre.
