{"id":16331,"date":"2026-08-21T06:15:37","date_gmt":"2026-08-21T06:15:37","guid":{"rendered":"https:\/\/outsourcing-today.ro\/?p=16331"},"modified":"2026-08-21T06:16:01","modified_gmt":"2026-08-21T06:16:01","slug":"over-e1-billion-to-transform-research-into-production-and-advance-technology-development-in-romania","status":"publish","type":"post","link":"https:\/\/outsourcing-today.ro\/?p=16331","title":{"rendered":"Over 1 billion euros to transform research into production and advance technology development in Romania"},"content":{"rendered":"\n<p><strong>Romania is preparing to launch TechUp Rom\u00e2nia, a new \u20ac1 billion-plus funding instrument designed to bridge the gap between research and industrial production and accelerate the development of advanced technologies.<\/strong><\/p>\n\n\n\n<p>The Ministry of Finance has submitted to the Government a draft decision establishing <strong>TechUp Rom\u00e2nia<\/strong>, a new state-aid scheme that combines research and development funding with support for the investments needed to bring technologies developed in Romania into actual production.<\/p>\n\n\n\n<p>The programme has a total budget of <strong>RON 5.313 billion<\/strong>, equivalent to more than <strong>\u20ac1 billion<\/strong>. Of this amount, RON 2.656 billion will be allocated to regional investment aid, while RON 2.657 billion will support research and development projects. The average annual budget is approximately RON 759 million, or around <strong>\u20ac150 million<\/strong>.<\/p>\n\n\n\n<p>Funding agreements may be issued between <strong>2026 and 2032<\/strong>, while payments will be made between <strong>2027 and 2041<\/strong>.<\/p>\n\n\n\n<h5>Linking research directly to production<\/h5>\n\n\n\n<p>TechUp Rom\u00e2nia represents a significant change in the way Romania intends to support advanced technologies. Rather than financing research and production capacity separately, the programme creates an integrated mechanism linking the two stages within a single project.<\/p>\n\n\n\n<p>The objective is to help turn technologies developed in Romania into commercial products and competitive industrial capabilities.<\/p>\n\n\n\n<p>With an unprecedented scale for this type of intervention in Romania, the programme targets technologies with the potential to generate systemic economic impact and seeks to address one of the country&#8217;s main weaknesses in innovation: the gap between research, technological validation and market adoption.<\/p>\n\n\n\n<p>Eligible projects must have total eligible costs of between <strong>RON 5 million and RON 50 million<\/strong> and must include two successive components: at least <strong>RON 2 million for research and development<\/strong> and at least <strong>RON 3 million for investment in production or service capacity<\/strong>.<\/p>\n\n\n\n<p>Both components will be integrated into a single project and covered by a single funding agreement application.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\"><p>\u201cThrough TechUp, we are linking research and production for the first time within a single funding pathway and introducing the possibility of an advance payment for research. We want to make better use of Romania&#8217;s human capital, direct it towards entrepreneurship and advanced technologies, and keep intellectual property within the company developing the technology,\u201d Finance Minister Alexandru Nazare said.<\/p><\/blockquote>\n\n\n\n<p>He added that private venture capital and business angels could complement public funding for projects requiring private-sector validation and guidance.<\/p>\n\n\n\n<h5>Advance payments for research<\/h5>\n\n\n\n<p>One of the scheme&#8217;s main innovations is the possibility of receiving an <strong>advance of up to 30% of the annual approved grant for the research and development component<\/strong>.<\/p>\n\n\n\n<p>A new advance payment may be requested after the previous one has been justified. Beneficiaries using this mechanism will be required to submit quarterly reports on project progress and the use of funds.<\/p>\n\n\n\n<p>For research and development, the programme combines grants with a <strong>200% tax deduction<\/strong> for certain eligible expenditures involving tangible and intangible assets.<\/p>\n\n\n\n<p>The maximum aid intensity will be <strong>50% for industrial research<\/strong> and <strong>25% for experimental development<\/strong>, with regional bonuses available under the applicable European state-aid framework.<\/p>\n\n\n\n<p>For the production stage, support will be provided through regional investment aid, within the limits established by the applicable regional aid map.<\/p>\n\n\n\n<h5>Two funding pathways and a stronger role for private capital<\/h5>\n\n\n\n<p>TechUp Rom\u00e2nia establishes two categories of beneficiaries.<\/p>\n\n\n\n<p><strong>Category A<\/strong> is intended for autonomous companies that lack sufficient resources to provide their own contribution and therefore attract private capital from venture capital funds and\/or business angels. Private investors are expected to provide not only capital but also business validation and discipline for projects that may be too risky for traditional bank financing.<\/p>\n\n\n\n<p><strong>Category B<\/strong> covers companies capable of securing their contribution through a broader combination of private sources, including equity, reinvested profits, bank loans, intragroup loans, venture capital and business angels.<\/p>\n\n\n\n<p>In both cases, beneficiaries must provide a contribution of <strong>at least 25% of eligible costs<\/strong> for both the research and development component and the production component, using resources that do not benefit from other public support.<\/p>\n\n\n\n<p>The structure is designed to ensure that public funding complements rather than replaces private capital. For entrepreneurial projects with limited access to financing, venture capital or business angel participation can also provide technical and commercial expertise, while public support substantially reduces the investment burden.<\/p>\n\n\n\n<h5>Monitoring adapted to the risks of innovation<\/h5>\n\n\n\n<p>The programme also introduces a more flexible approach to the period following completion of the investment.<\/p>\n\n\n\n<p>During the first two years of monitoring, progress towards the market may be demonstrated through a broad range of outcomes, including customer pilot projects, paid tests, letters of intent, purchasing interest, certification progress, customer validation, subsequent financing rounds, intellectual property assets and strategic partnerships.<\/p>\n\n\n\n<p>The maintenance period may be extended by up to two additional years where demonstrable progress exists.<\/p>\n\n\n\n<p>The mechanism takes into account the specific characteristics of <strong>DeepTech investment<\/strong>, where the path from prototype to commercial product is often longer and involves significant technological and market risks.<\/p>\n\n\n\n<p>If commercial results fall below the initial projections, the scheme may, in certain circumstances, provide for <strong>proportional recovery based on the degree of underperformance<\/strong>, rather than automatically requiring repayment of the entire amount of support.<\/p>\n\n\n\n<p>At the same time, strict requirements remain in place regarding completion of the research component and achievement of the technological maturity level specified in the funding agreement.<\/p>\n\n\n\n<h5>Intellectual property to remain with the company<\/h5>\n\n\n\n<p>A central element of TechUp Rom\u00e2nia is the protection of the technological value created through public support.<\/p>\n\n\n\n<p>Beneficiaries will be required to <strong>maintain intellectual property rights over the product or service resulting from the research and development component throughout the period during which the production investment must be maintained<\/strong>.<\/p>\n\n\n\n<p>Economic activity and intellectual property resulting from the research must also remain in the region where the investment is carried out for the period established under the scheme.<\/p>\n\n\n\n<p>The objective is to ensure that intellectual property created through Romanian talent and public funding remains a corporate asset and can subsequently be used to attract additional private investment, develop strategic partnerships and expand into international markets.<\/p>\n\n\n\n<h5>Focus on the technologies shaping the next decades<\/h5>\n\n\n\n<p>TechUp Rom\u00e2nia will focus on technology areas with high value-added potential, including:<\/p>\n\n\n\n<ul><li><strong>Advanced computing, artificial intelligence, microelectronics and digital infrastructure<\/strong><\/li><li><strong>Biotechnology, Agri-Tech and precision healthcare<\/strong><\/li><li><strong>Green energy, energy storage and climate technologies<\/strong><\/li><li><strong>Mobility, space technologies and autonomous systems<\/strong><\/li><li><strong>Advanced materials and Industry 4.0<\/strong><\/li><li><strong>Cybersecurity and digital security<\/strong><\/li><\/ul>\n\n\n\n<p>The programme&#8217;s broader ambition is to leverage Romania&#8217;s human capital in areas where the country can develop its own technological capabilities and intellectual property, transforming research and technical expertise into companies, products, manufacturing capacity and highly skilled jobs.<\/p>\n\n\n\n<h5>Positioning Romania higher in global value chains<\/h5>\n\n\n\n<p>TechUp Rom\u00e2nia is intended to help Romania strengthen its position in global value chains in industries expected to shape the economy over the coming decades.<\/p>\n\n\n\n<p>By integrating funding for research, development and production, the programme aims to build a growing portfolio of technologies and intellectual property in Romania.<\/p>\n\n\n\n<p>The long-term objective is for Romania to move beyond being primarily a consumer of advanced technologies or a supplier of lower-value components and services, and instead become an owner of proprietary technologies, patents and solutions capable of securing a stronger position in global innovation and manufacturing chains.<\/p>\n\n\n\n<h5>Implementation expected to begin after approval<\/h5>\n\n\n\n<p>Within <strong>45 working days of the Government decision entering into force<\/strong>, the Ministry of Finance is expected to approve and publish the Applicant Guide and Payment Guide.<\/p>\n\n\n\n<p>These documents will establish the practical rules for accessing the programme, including eligibility requirements, eligible projects and forms of support, eligible expenditure, required documentation, evaluation and monitoring procedures, as well as the conditions and mechanisms for advance payments, grants and tax incentives.<\/p>\n\n\n\n<p>The Ministry of Finance will also announce the date from which applications may be submitted and the annual budget available to companies.<\/p>\n\n\n\n<p>With more than \u20ac1 billion in planned funding and an integrated approach covering research through to industrial production, <strong>TechUp Rom\u00e2nia could become one of Romania&#8217;s most significant public interventions aimed at turning domestic technological expertise into commercially viable products and internationally
