Romania and Southeast Europe play a significant role in the geopolitical and technological landscape of the Black Sea region, and this program is designed to transform this potential into scalable companies with global relevance. “Vanguard connects local innovation with relevant strategic partnerships and provides founders with direct access to European and NATO funding, as well as dedicated institutional mechanisms, ensuring that cutting-edge technologies move more quickly from the development stage to implementation,” said Cristian Dascălu, Managing Partner and Co-Founder of Techcelerator.

The selection jury consisted of Horia-Razvan Botiș (NATO), Adrian Duța (KPMG), Vasile Țiple (DAEN), Alexandru Ruff (GapMinder VC), Daniel Cunțeanu, Alexandru Dan, Daniel Mereuță, Roxana Lupașcu, and Dragoș Stanca (Upgrade100).

“Vanguard helps startups clarify their product, market, dual-use applications, and next steps. For deep-tech companies, access to technical feedback, investors, mentors, and institutional partners can make a real difference. In my evaluation, I looked at several key criteria: clarity of the problem being solved, technological maturity, dual-use applicability, the team’s ability to execute, commercial potential, and relevance to current security and resilience needs. The best teams presented not just an interesting technology, but a solution that can be tested, integrated, and used in real-world contexts. Romania has a clear advantage in terms of technical talent, highly skilled engineers, and the founders’ ability to build with limited resources. The EEA region also has a unique context, as the needs for security, infrastructure, energy, and defense are very evident. Romania has more deep tech capacity than is apparent from the outside. Programs like Vanguard can help this ecosystem become more connected, more visible, and more relevant at the European level,” says Alexandru Dan, founder and CEO of TVL Tech and NATO DIANA mentor.

Vanguard Accelerator was officially launched at the DeepTech Romania Forum, organized as part of World Creativity and Innovation Day, at the Cotroceni Palace.

Techcelerator Vanguard is developed through five years of collaboration with major players in the European and transatlantic deep tech and innovation ecosystem, including: the European Innovation Council, NATO D.I.A.N.A, EUDIS/EDF, DNSC, Upgrade100, SpaceTech Romania, ESA’s Cassini Program, and Tehnopol Estonia. These partnerships provide startups with direct access to operational challenges, deep tech and dual-use adoption pathways, and high-level funding opportunities.

“The selected startups stood out for their well-articulated strategic vision and in-depth understanding of market dynamics, and their founders distinguished themselves not only through solid technical skills but also through relevant abilities to operate in a constantly evolving environment. The results of the selection process reinforce Romania’s increasingly competitive position within the European deep-tech innovation ecosystem, particularly in the field of dual-use technologies. “I congratulate the organizers of the Vanguard Accelerator, who have confirmed Romania’s ability to generate highly competitive technological solutions in Central and Eastern Europe and globally, contributing to the development of a robust ecosystem of deep-tech startups with dual-use applications,” said Adrian Duță, Senior Advisor, Defense and Security, KPMG Romania.

Full list of selected companies:

Zerotak is a cybersecurity startup that provides intelligence on software vulnerabilities, before they are widely exploited.
