What we needed was a partner who understood the pace and stakes of this industry,” says Ion Mocanu, CEO of Qognifly. “This investment unlocks the growth of production capacities and equips the factory to serve the growing demands of our external and local customers. The R&D center will allow us to provide intelligent systems tailored precisely to each customer’s needs — in defense, the difference in accuracy or reliability makes the difference between life and death. We test and correct based on feedback received in a very short R&D cycle because we own the technology.”

What the Bucharest factory will produce

The Qognifly factory in Bucharest is the next step in the scaling strategy: the transition to pre-industrialization, with standardized assembly, integration, and testing processes. This facility will produce both proprietary platforms from the Qognifly portfolio — including NATO Class I (mini and small) and Class II UAVs for ISR missions, as well as loitering platforms (short, medium, and long range) — as well as complete anti-drone “cell” systems, from detection and network management of cells to neutralization.

At the same time, the factory will include dedicated lines for external partners in Ukraine, Europe, and the US who wish to continue their collaboration by manufacturing in Romania for their markets and programs. Some of these products were designed by Qognifly itself on a “Design House” —the company taking full responsibility for the technical design for the customer. This means that Qognifly’s partners benefit from a supplier that does not operate as a simple integrator, but can deliver a complete, customized solution — from sensors, algorithms, and mechatronics to avionics — in a short time and at a cost-effective price.

This capability complements the company’s existing European infrastructure and supports a model of technological sovereignty: design, integration, assembly, and testing carried out in Romania, with a supply chain aligned with EU and NATO requirements. Qognifly is among the few drone manufacturers that have the in-house know-how to customize the complete solution to the customer’s needs, which is the key differentiator from traditional solution integrators.

Market context

The global C-UAS market is estimated at USD 47 billion by 2030, with an annual growth rate of 23.6%. Recent conflicts in Europe and the Middle East have urgently confirmed an operational reality: a €30,000 threat cannot be sustainably countered with a €200,000 missile. Romania, through its geographical position and NATO membership, has a natural role to play in this ecosystem.

The strategic partner brings industrial expertise and access to relevant defense networks to this alliance, strengthening Qognifly’s governance structure as growth becomes operational. The investment in Qognifly is both an investment in regional defense capabilities and in European technological sovereignty, and the company is continuing discussions with institutional and industrial partners in the EU and NATO ecosystem to implement these technologies.

About Qognifly

Qognifly is a Romanian deep-tech and air security company with roots in over 15 years of innovation in unmanned aerial systems, from helicopters and heavy-lift multirotors to fixed-wing ISR platforms and target drones for air defense training. The founding team combines expertise in EO/IR sensors, robotics and AI “on edge”, image processing and interpretation, radar sensors and secure communications in GNSS-denied environments, with a solid tradition in aerospace engineering and UAV operations in complex theaters in Europe, the Middle East, the US and Africa.

Qognifly’s portfolio includes the integrated Drone Wall system for countering drones, reusable interceptors, aerial sensor drones, and long-endurance ISR platforms used for surveillance, critical infrastructure protection, anti-hail, mapping, and emergency response. All systems are developed, assembled, and tested in Europe, with a supply chain aligned with EU and NATO standards and the ability to deliver from 3D concept to first flight in approximately three months for dedicated UAV platforms.

The capital raised supports the development of the first phase of a technology platform valued at over €10 million, dedicated to drone countermeasure systems.
