Dual-use technologies developed by Romanian companies are emerging as viable alternatives for defense partnerships in an ecosystem that demands flexibility, sovereignty, and scalability \u2013 this was the main conclusion of the defense innovation event organized by the Embassy of Romania in Berlin, in partnership with OVES Enterprise and the Federal Association of the German Security and Defense Industry (BDSV).<\/p>\n\n\n\n<p>During the event \u2013 attended by over 90 representatives of relevant institutions, organizations, and companies \u2013 OVES Enterprise presented how its technology can contribute to transforming the security paradigm in line with the European Union\u2019s new strategic priorities. The European Commission is proposing that 40% of defense procurement take place within the EU, as part of a rearmament effort aimed at reducing dependency on external suppliers and strengthening internal capabilities.<\/p>\n\n\n\n<p>\u201cWith our proprietary solution, Nemesis AI, we are not only delivering technology, but transforming the entire security paradigm \u2013 adaptability and digital sovereignty are the future of defense. While others focus on traditional weapons, we emphasize intelligent systems that will define the weapons of the future\u201d, said <strong>Mihai Filip<\/strong>, <strong>Founder and CEO of OVES Enterprise<\/strong>, explaining how artificial intelligence can be integrated into critical defense systems.<\/p>\n\n\n\n<p>The discussions in Berlin \u2013 which brought together leaders of the defense industry, military technology experts, and NATO officials \u2013 highlighted the growing role of agile suppliers from Central and Eastern Europe, capable of delivering critical technologies quickly, with both civil and military applications. Romania is thus emerging not only as an industrial capacity provider, but also as a relevant actor in shaping new standards for digital sovereignty in security.<\/p>\n\n\n\n<p>\u201cRomania is undergoing a dynamic transformation of its defense industry, based on tradition and technological innovation \u2013 and one of the key pillars of this evolution is the partnership with Germany. Close cooperation with European partners is essential to ensure strategic autonomy and integrated solutions in response to today\u2019s security challenges\u201d, said <strong>Her Excellency Adriana St\u0103nescu<\/strong>, <strong>Ambassador of Romania to the Federal Republic of Germany<\/strong>, who emphasized the rapid transformation of Romania\u2019s defense industry, backed by engineering expertise, manufacturing capabilities, and investments in research and development.<\/p>\n\n\n\n<p>The Ambassador also highlighted the impact of the war in Ukraine on regional security and the need to accelerate innovation, interoperability, and strategic autonomy within NATO and the European Union. In this context, she noted that Romania has increased its defense budget to 2.5% of GDP for 2025, in line with NATO commitments.<\/p>\n\n\n\n<p><strong>About the event:<\/strong><\/p>\n\n\n\n<p>On June 10<sup>th<\/sup>, 2025, the Embassy of Romania in Berlin hosted an event that brought together leaders of the defense industry, military technology experts, and political officials. In partnership with the Federal Association of the German Security and Defense Industry (BDSV), the organizers facilitated discussions on the integration of artificial intelligence in critical infrastructure, EU defense procurement trends, and strategic partnership opportunities between European actors.<\/p>\n\n\n\n<p>The event marked an important step in showcasing Romania\u2019s technological potential and reaffirming the country\u2019s commitment to supporting innovation in national and European security.<\/p>\n\n\n\n<p><strong>About OVES Enterprise<\/strong><\/p>\n\n\n\n<p>OVES Enterprise is a Romanian software development company with expertise in creating complex software solutions and AI innovations for aerospace, defense, and cybersecurity industries, founded in 2015 in Cluj-Napoca.
