The President of the Authority for the Digitalization of Romania (ADR), Drago\u0219-Cristian Vlad, present at the EU Chief Information Officers (CIO) meeting in Poland, alongside digital transformation leaders from the European Union, presented the latest Digital Decade report reflecting the progress of digital transformation over the past two years, as part of key high-level discussions on digitalization.<\/p>\n\n\n\n
\u201cThe fundamental objective of ADR\u2019s activity is to develop electronic public services and to offer citizens the opportunity to interact 100% online with the Romanian state. We are determined to use all available funding lines to increase the digital skills of Romanians and we are targeting over 100,000 citizens and 2,000 SMEs trained in the coming period,\u201d said Drago\u0219-Cristian Vlad, President of ADR.<\/span><\/strong><\/p>\n\n\n\n During the meeting of European leaders, strategic aspects related to digitalization, ICT and innovation in the public sector were discussed, with Romania also announcing that, in terms of cloud infrastructure, we have moved from the cloud first principle to the cloud only concept. The Government Cloud project is advancing, aiming to ensure a secure and scalable infrastructure for all public applications.<\/p>\n\n\n\n The President also presented the European Commission\u2019s \u201cDigital Decade 2024\u201d report, which highlights that Romania has made significant progress in the digitalization of SMEs and public services. These achievements are the result of the use of European and national funds for digitalization (for example, 21.8% of the PNRR dedicated to digital projects) and the strategic efforts of the RDA.<\/p>\n\n\n\n \u2022 Regarding the e-government component, Romania showed an increase in the score related to the digitalization of essential public services of 20.2%. The increase registered by Romania is significantly higher than the average of 3.6% at EU level.<\/p>\n\n\n\n \u2022 In the case of the online provision of essential cross-border public services, the increase recorded by Romania is 45.1%, also significantly higher than the average of 4.3% at the Union level.<\/p>\n\n\n\n \u2022 Regarding essential public services intended exclusively for the business environment, Romania recorded a 10.2% increase in the score for national public services and a 26% increase in the score for cross-border public services intended exclusively for the business environment, the latter being significantly higher than the average of 0.9% recorded at the EU level<\/p>\n\n\n\n \u2022 In parallel, the business environment benefited from support programs for digitalization. In 2024, 26.8% of SMEs had a basic level of \u201cdigital intensity\u201d \u2013 up from 22.2% the previous year.<\/p>\n\n\n\n \u2022 Digital public services have evolved: ADR has expanded the offer of electronic services accessible online \u2013 for example, by the end of 2023, 34 digital \u201clife events\u201d were launched through the ROeID application (services of the Ministry of Interior, the Trade Register, the Ministry of Foreign Affairs, etc.).<\/p>\n\n\n\n At the same time, ADR published government mobile applications for key state services, so that citizens can interact with the administration from anywhere and anytime. Strategic interoperable platforms are the basis for the digitalization of the administration. ADR provides ROeID, the national unique digital authentication system: \u201cRomania is able to offer a unique electronic identity to each citizen through ROeID.
